Apache with mod-ssl cannot start ssl

I'm running Apache 1.3.31 on Sarge with the mod-ssl. I cannot get ssl to work. when I try apachectl startssl it gives me a list of the options and startssl is not one of them. Do I need a new apachectl script. And where would I find one? Thanks in advance. -- Deron D. Wilkerson Express Title Ins
