Question about kernel boot parameter

Hi everyone, I'm using a debian derivate of linux and i'm searching for a way to make permanent changes to the kernel boot parameters without GRUB or any other boot loader, i want to disable ipv6 permanently, when i do it over /init.d/modprobe.d the changes only last until the next reboot. best r
