I run a debian 2.2 box using IP Masqing to provide internet access for a

Recently, the users have found certain websites can no longer be accessed.

Simply installing packages does not seem to do it.
I have been running Wmaker and while gnome apps run Ok, I
have been thinking a "regular" Gnome
I upgraded debconf and now it seems broken. I believe this was caused by
selecting the wrong option during upgrading as there was some comments on
this in the past.
Anyway, my question is how does one reconfigure debconf after installation?
