That's correct, the MTA would be doing this. The exim package does
just this by default (see /etc/ppp/ip-up.d/exim). I suspect that

n't found an automatic way, so I strongly suspect that there
isn't one, but I haven't looked very hard, either. If there isn't
one, perhaps there should be. With exim, all I have to do to toggle
between inetd and running all the time is (un)comment a line in
/etc/init.d/exim.

As a side note, having a dynamic IP/hostname is a *real* pain on
Linux! Perhaps an effort to develop a set of services which are
optimized for a dialup connection would be good...
