Mysql 3.23 TCP/IP ports broken?

Greetings, I was wondering if anyone else had noticed that the latest versions of MySQL (3.23.46 and 3.23.47) seem to have TCP/IP ports disabled? I can work with MySQL fine through Unix ports, but once I try to connect through TCP I get the following error: ERROR 2003: Can't connect to MySQL
