important for now, but when 4.1 will be the default compiler in
unstable (probably in a few weeks) I'll upgrade this to serious.

you seems to use HTML 4.01 Transitional dtd.
If you use XHTML 1.0 Transitional/strict dtd,
Quanta gives you what you expect.
