I'm not running KMail 19.08 at the moment so I can't check for sure, but this
commit seems to suggest it's merely hidden by default now.

Dear Maintainer,
in earlier versions of kmail I could see a progress bar when sending or
receiving mails. It showed me, how much
of the mail was sent. But some day this function disappeared. No I can see a
window with the progress bar, but
