After a reboot, I was not able to start a parallel session any more.

Additional info:
Just after submitting the bug report above, I purged SDDM and then reinstalled
it.
Now starting a parallel user session works just fine.
This leaves the question what happened when upgrading from Stretch to Buster,
since

Since upgrading to Buster it is not possible for me to keep user1 logged in
KDE session and the start another session for user2.
