This appears to be the KDE bug here:

The long and short of it is that by default, Kopete has ctrl-shift-w as a
global shortcut for "Set Away/Back", and as it is a global shortcut, it's
supposed to always work, even when Konsole is in the foreground.

Hi!
Konsole sessions with tabs cannot be closed by the default shortcut
Ctrl-Shift-W. This is reproducable in other applications that implement tabbed
konsole views such as yakuake.
Other shortcuts such as new view arent affected by this.
