I can confirm this for my uptodate squeeze i386 system.
killall -9 kio_imap4
seems to be the ugly workaround…

If I enter my IMAP password incorrectly during KMail startup, it only
informs me in form of a KDE notification (rounded box in the lower-right
corner) but doesn't offer any chance of entering the password again
(like it did in previous releases).
