The mentioned upstream bug 89882 - Use custom header fields with kmail
composer from command line [1], seems to have been repurposed to received a
custom header instead of being able to open a mail file in edit mode
directly and fixed in the kmail included in kde-sc 4.11.
So, kmail --msg file

I'm attaching a perl script to add "reportbug integration" in kmail.
To be honest, this also addresses https://bugs.kde.org/show_bug.cgi?id=89882 ,
but I believe that a --msgfile option to kmail would be a better choice.
