Hi,
for a multi-user environment the voice files shouldn't be downloaded by
each user, rather be available in one place.
This issue has been discussed so far in #892722, which has

/etc/kde4/kdm/kdm.options:use-sessreg
Seems to be that this was set to have logging in utmp by default (according to
man 5 kdm.options).
And UseSessReg in kdmrc was set to False to avoid logging twice (ancient bug
mentioned by Petter).

My worry is that this seems more like a hack than a proper fix.
IMO it would be sort of a fix. As there would be feedback for the user about
the missing rights, the
package could no longer be classified as unusable. The severity of the bug
could be lowered to normal.
