After upgrade to 5.101.0-1 I am still seeing this error. It looks like the problem is in the
apper/packagekit
Logs just before the crash:
Dec 20 08:16:44 arda kded5[1955]: apper.daemon: System is not ready, application should conserve
resources

I've just did a little test and can reproduce this by checking for updates in
the Discover interface.
Is there anything I can do to help fixing this? So far it keeps crippling my workflow and the only
way to fix it is to restart the kded service.

Starting with version 5.100.0-1 my local kded process started to crash and the
only way to restore it is to restart the service
systemctl --user restart plasma-kded.service
It works for some time
This seems to be resolved in 4:5.19.5-3
