I rebuilt Kshisen from 18.04 under Bullseye and it had the same scaling issue.
Quick search around the web suggested KDE "global scale" under display
settings which was set to 125%, setting that to 100% restarting, and the tiles
now render as expected.

In the bullseye released version the tiles now look blurry at 1920x1024, this
is a regression from the 18-04 in oldstable. It looks like a scaling issue
with SVGZ tiles.
