Probably, yes. You might also want to want to look in kde control panel.
No, dpkg-reconfigure locale gives an error message and the kde control
panel can only set language and region but not character encoding.

libqt3 can handle UTF-8 encoded Cyrillic just fine, but when I paste
a Cyrillic filename from Skype into KSnapshot it is pasted but
the file gets saved as ?.png which is corrupted.
Please turn on full UTF-8 support in KDE 4.
