My kcontrol exposes the same behaviour.
When I try to get some debug output, e.g. using:
% kcmshell --sync kde-clock.desktop
I get none, and administrator mode is never activated.

While I can send encrypted messages to my partner (who uses kopete
0.9.0) and he can decrypt them, I cannot decrypt his messages.
All I get is
"This message is encrypted."
and kopete never ever asks for my passphrase.

So, I found this:
When people contact me via AIM for the first time, I do see their
messages, but I cannot answer to them. That is becuase the users are
shown as "offline" ALTHOUGH(!) they just sent me a message.
If I add them to my contacts,

According to Dawit Alemayehu, the file /usr/lib/libkdeinit_kcookiejar.la
is missing in kdelibs-bin, which would cause the error I described.
