Mainboard is MacchiatoBIN with 16 GiB RAM.
Video card is GeForce GT 710 with nouveau driver.
Kernel command line:
BOOT_IMAGE=/vmlinuz-5.10.0-3-arm64 root=UUID= ro quiet
The problem only occurs in Wayland sessions. X11 KDE is working fine.

This is to confirm that the problem is reproducible on Bullseye x86_64.
The bug appeared on two of my computers after upgrading.
As Soenke described downgrading to the Buster package fixes it.

I have identified one situation that reproducably leads to the behavior:
When thunderbird is opened it displays a dialogue to ask for the email
account password.
While this popup is shown in thunderbird the panel does not autohide
when changing to another application.

I expect to be able to disable KDE wallet.
KDE wallet should allow disabling per user.
At least it should ask for the sudo password if disabling is only possible
per system.
