A post in the Debian user mailing list, from Christopher Andrews shows
that the problem is not on kf6-breeze-icon-theme but lack of
qt6-svg-plugins package.

Since now some weeks, we can see migration to KDE 6 happen.
In my desktop panel and application list, I cannot see the majority of
icons.
Alsoe, in apps like Dolphin, Kmail, I can't see icons in the folders
