when browsing local filesystems and moving the mouse over mp3 files with
heberw id3 tag, the id3 tag is written with boxes inside the popup box,
like the locale is incorrect.
Im working with UTF-8, but I also tried it with ISO8859-8

after testing it I found that changing the transperancy settings in the
'effects' dialog box under 'style' in the control panel to 'xrender'
fixes the problem.

a temporary solution is to set the environment variable
KDE_UTF8_FILENAMES=true, and to run kmail with: env LANG=he_IL kmail
appearntly this fixes the problem + another problem that outgoing
messages are by default encode
