what you're suggesting is to treat aptitude like a depends of a
"kde-l10n-all". that's wrong.

besides, even when assuming that it's posible to
always cleanly remove any of the packages installed just for getting
aptitude in, it tains the images with additional crap in dpkg.log and
other logfiles. so that is not an option.

since long time, is to have a -l10n-all meta package depending on all of
the translations. that way, we can just install that package and be done
with it.
