That's... not very helpful, is it? If it's a bug, then a bug report should be
filed, regardless of the concerned release branch. In fact, the actual
maintainer seems to agree since he has already pushed a fix for it:

after upgrading to Plasma Desktop 6.2.3 and thereby powerdevil 6.2.3,
powerdevil does not adjust the screen brightness any more when changing
from AC to battery power. The option is still enable
It's all normal, that's why it's called testing.
If you can't handle testing you should stick to stable
