well mysql is not in buster.
mysql-5.5 is oldstable
So using mysql can't be a supported case. I strongly encourage you to switch
to mariadb!
If you need to use mysql, than you find a workaround at the upstream bugreport:

It is possible under KDE to change the locale to en_DE.UTF-8/German
for some specific parts (e.g. time) but it seems to be missing on the
system even when locales
I used mysql and not mariadb. As I changed to sqlite3 I can't test with
mariadb. Some times ago I tested mariadb, but mariadb didn't start,
I forget the exact message, but it complaned about unknown version 5.7.
That is the version of mysql.
