user atte installed first libkf5runner5, then libkf5plasma5,
you tried the other way around.
You probably can try also to put both on the same command:
dpkg -i libkf5runner5_5.49.0-1_amd64.deb libkf5plasma5_5.49.0-1_amd64.deb

I am also hit by this. It happened on all my Buster machines after the
last upgrade. The temporary workaround by Bernhard/atte worked for me --
