I am hit also by this, e.g. no systray or alt+f2 not finding anything.
I took a deeper look at this and I think the
file contains a future plugin version:

same issue here after 5.13.4-1 upgrade (Debian Testing).
According to
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=907262#10 , upgrade
KDE packages to unstable has fix issue :
aptitude install -t unstable debconf-kde-data debconf-kde-helper
kde-baseapps kde-cli-t
I hit this same problem. The easiest workaround is to just upgrade everything to
unstable (I did this and it fixed the problem). A better workaround is to
upgrade
all KDE packages to unstable (I cannot confirm this works, because I didn't do
it).

I have the same issue, both in updated and freshly installed buster on bare
hardware.
Also from the same time typing to search for an application (for example
