It seems to be related to the version of Qt. See this bug report in Arch Linux

I just tried to run the printer config as superuser for terminal:
sudo /usr/bin/kcmshell4 system-config-printer-kde
and the KCModule Bug does not show up anymore.
Anyway, there is little clue that one has to run the printer settings as root
from a terminal to avoid the ugly "no KCMod
This bug is related on how Cups is configured, but affects only kde apps.
Tha attached cupsd.conf file doesn't show this problem, in contrast to a
standard configuration which has only added a printer.
This bug needs reassigning, and it's most surely and upstream bug. I'll do it
as soons as I ge
