I found two workarounds for this bug:
1) a change of the filter type: copying mails to subdirs instead of
moving (INBOX has to be cleaned manually)
2) adding a placeholder mail in INBOX that is not filtered/moved away
The bug seems to occur only, when INBOX is empty in the local copy

Artur,
This isn't actually a bug.
kphotoalbum is currently a KDE3 application and is in the process of being
ported to KDE4.

For what it's worth, reinstalling the package didn't help.
Can I check anything else? E.g. file presence?

There aren't any KDE localization packages in the testing and unstable
repositories anymore.
According to the source package webpage, this happened:
[2009-04-08] kde-i18n REMOVED from testing (Britney)
[2009-04-07] Removed 4:3.
Are you still able to reproduce this bug with the latest packages (eg.
4:4.2.2-1)? I can't reproduce this problem here but it might be related to
your display driver as well.

How did you launch Konqueror as root? Did you login as root, use su or sudo?
Or was there even a menu option to launch a root konqueror?
