Apologies for the misattributed bug report.
This problem is due to a bug in debconf and not the kdm package.
Moving /etc/debconf.conf out of the way allowed the latest kdm
package to be installed without error.

I'm not sure exactly what I changed but after fiddling with the files
in /etc, konqueror starts fine. I suspect the problem I reported was
locale related. Sorry I can't offer more precise details of the fix.

Problem exists only if "Send Now" is selected.
Temporarly storing and sending afterwards ("Send Later")
