Just to follow up, if I bring up the "adjust time and date" dialog, change the timezone dropdown to another value and back to new york, and click apply, the timezone now shows EDT as I expect. However, after I hit OK, it goes back to UTC.

Hmm, sounds like I'm misconfigured then. Local timezone is giving me UTC instead of EDT. I kept on selecting NY thinking it would actually change the timezone, not just the display. When I do "Adjust date and time", I see that current timezone is UTC, but the dropdown shows new york highlig
