kdeprint/CUPS (1.1.20final+cvs20040330-1) combo (kprinter configured to
use CUPS print architecture).
I have two CUPS printers configured here, a hp4p and a hplj4000tn.

Under the Russian locale, my folders "!admin, !bulk, !block, !spam"
which were named like that to get sorted ahead of all the other folders
get sorted as if the "!" were not there. With the POSIX locale, it
doesn't happen, hence the l10n

1) when I get new mail in the !bulk folder (e.g. from the bugs.d.o
confirmation about this bug), while viewing INBOX, i see the !bulk counter
increase from 15 to 16
2) when I then select !bulk the counter goes to 1 (correct), and I see 4 msgs
