Here is a patch that creates a myspell-nl package from the "dutch"
source package.
You need to have dictionaries-common-dev installed to build the package.
I didn't yet add this to the build-dependencies.

I created a myspell-nl and openoffice.org-hyphenation-nl by patching the
openoffice.org-dictionaries. A patch is attached against version
20030813-3 of the openoffice.org-dictionaries source.
The word lists and hyphenation patterns were downloaded from
http://borft.student.utwente.nl/openoff

package. I wonder if this package could be adopted by the debian
