when I import csv files with numbers like "1.234,56", OOo seems to treat
them as a string. These are treated as a number if the locale is de_DE,
but it's very inconvenient if one has to import many files from
different sources.

when I import the attached file, I set the type of the first two columns
to Date DMY, but the data is interpreted as mm.dd. It would be nice to
be able to import the data without resorting go sed.
