I do not believe this is normal behaviour.
(a) I do not use cups.
(b) the openoffice package does not depend on cups
(c) spadmin works for me
(d) OOo2 will detect cups but does not require cups?

Just wanted to add that this affects me too, with OOO_FORCE_DESKTOP=none
(which seems to be the default). OOO_FORCE_DESKTOP=gnome gets me readable
fonts in menus etc. I run an fvwm enviroment, but I have gnome stuff
installed. I also have a fairly large number of fonts installed.
