This the the same with the 4.8 one.
I refreshed it with gcc-4.9.
In this patch, I also enable gcc-4.9-base and mark it as Mulit-Arch: same.
If you do not like it, ignore it please.
I think that this may be very useful for people working on cross complier with
multiarch support,

After talk with lots of mips folks, now I believe that compatible is
quilt import even more than some performance improve.

In the source of gcc-4.9, it seems that it have no src/libmudflap any more,
while in cross-ma-install-location.diff, there is still some snap about it.
Please consider drop it.
