the dh_autoreconf calls you do mean your dependancy on dh-autoreconf
should be (>=9)
However dh_autoreconf depends on automaken virtual package which can
satisfy the automake version with version 1.9 or 1.10 neither of which

I recently built openbabel on eder.d.o using the latest gcc 4.8 and it
built fine. Feel free to close this report if you think, that this error
is solved then.
