looks like libstdc++ is truncating multibyte thousand sep char to the
first byte.

duplicate of gcc PR23454
(http://gcc.gnu.org/bugzilla/show_bug.cgi?id=23454). Gcc bugzilla tells
it will be fixed in 4.0.2 but it seems it isn't.
