How to disable autoloading

I would like to (temporarily) disable the start-up, auto- loading of auctex, which seems to be built-in to my emacs 21.1.1. I assume this to be part of the debian configured start-up files, because it's not in my .emacs. I am a (mostly) single user, so I have root access to change system wide files
