I have a locally compiled CVS Emacs too and i needed to copy
debian-startup.el from usr/share/emacs/site-lisp to
usr/local/share/emacs/site-lisp to get that working.

Why do you need such an old emacs?
We have emacs20 and emacs21 in unstable and testing.
