Hi David,
I can confirm that deleting /usr/share/emacs/site-lisp/elpa/org-9.4 fixes
the issue and org-export-dispatch works again. Thank you.

As requested I am listing below all Emacs related
packages installed. These list was generated using
"dpkg --get-selections" and grepping for "emacs" and
"elpa".
emacs
emacs-bin-common
emacs-common
emacs-common-non-dfsg
emacs-el
emacs-goodies-el
emacs-gtk
emacsen-common
maxima-ema
Thanks to bremner on IRC it was found that
launching emacs disabling the init and site lisp file
("emacs -Q") seems to fix the issue i.e. org-export-dispatch
does work and and exported file is generated.
regards
Package: elpa-org
Version: 9.5.2+dfsh-5
Severity: normal
Dear Maintainer,
Trying export any org-mode file leads to the error :
"wrong type argument: commandp, org-export-dispatch"
This happens with or without any local emacs configuration (.emacs
file).
