Currently, there is no editor support for `debian/tests/control` in
emacs via elpa-dpkg-dev-el. It would be nice to have basic syntax
highlighting of the file similar to how the `debian/control` feature

The `debian-copyright-mode` currently feels a bit lacking when it comes
to syntax highlighting:
1) There is a URL highlighting, but it does not cover http**s**. Only
ftp/http URLs change color. Given
