Thanks to smcv on #debian-qa, I now understand a bit more what would be
involved in auto-marking tests as superficial.
1) (the easy part) Instead of exiting 0 when disabled, dh_elpa_test
should exit 77
2) support/elpa/generate in autodep8 would need to be updated to check
d/elpa-test (or
