always use single width accented characters

Today I discovered a Help page titled: Characters in the charset chinese-sisheng. Finally single width accented U+01CE etc.! (Who can stand mixed single/doublewidth Pinyin?) OK, how does one correct emacs-version 21.4.1 to instead use them when encountering U+01CE etc. instead of doublewidth?
