I think MULE features are necessary for Internet related e-lisp programs,
such as MUAs, NewsReaders, WWW browsers, since these tools should read various
messages on the Internet which might be written in various encodings
New w3 for Emacs packages have just been uploaded to incoming.
They even appear to work. Your feedback and bug reports
appreciated.
To get w3 for Emacs 20, you need to install w3-el-e20. To get w3
for Emacs 21, you need to install w3-el-e21 and w3-url-e21. All
of the other packages are optional
