See mk-build-deps(1) from devscripts. For example:
mk-build-deps -a y -i -s sudo -r x/debian/contro
net-dns/dnssec-root package which
installs /etc/dnssec/root-anchors.txt and .xml. That would be
a good precedent to follow.

It didn't seem to fit your criterion about dependencies, but

I've stated from the start that I would work on a transition, but

through binNMUs and symbols/shlibs files, but we really need a similar
mechanism for dynamically loaded libraries.
