Have you tried "dpkg --remove apt-listchanges" or
"dpkg --purge apt-listchanges"?

This is a matter of configuration files; try purging apt-listchanges,
and if that doesn't work remove /etc/apt/apt.conf.d/20listchanges
yourself.
