debian/substvars, generate error
messages saying these files cannot be found, and dpkg-buildpackage dies.

7;$varlistfile' and now controllib.pl now tells me which
substvars it can't open instead of printing a blank space.

or directory
If I give dpkg a specific file for output it works fine:
mycroft# dpkg --build debian/tmp-dev ../foo
dpkg-deb: building package `libtclobjc-dev' in `../foo'.
mycroft# dpkg --build debian/tmp-dev foo
dpkg-deb: building package `libtclobjc
of output deleted)
This happens with the packages I build and with the hello package I downloaded
from master.
