This seems a step backwards to me. Even though pulseaudio also does the
same, the code in question is from an era before rtkit existed. Nowadays,
most users get their RT thread from rtkit. Why isn't rtkit enough for PW?

disable features that are in use, and fail the build if they cannot be

Currently, update-rc.d leaves all the hard work to insserv under sysvinit.
The behaviour would have to change to check if any links exist and skip
invoking insserv in that case. I am not sure if that would mean a behavior
change though. Maybe this early in the release cycle is a good time to
try these kinds of changes.
For systemd, this operation would be a nop. I don't know about other init
systems. What would they need?

ecomes handy to add configuration options
elsewhere. However, systemd units are configuration files themselves, so
it becomes less interesting[1] to add configuration options. Instead of
editing the configuration file for the configuration file, edit the first
configuration file directly.
[1] I don't claim it is never useful. For example, if a service is spread
into multiple units it can be useful to have a single place to hold all
the configuration options.

Neither will work as long as /etc/init.d/networking is in runlevel S.
The fix is to move cloud-init to runlevel S if it needs to run before
networking. But then you need to make sure that the early boot stuff you
depend on (eg, kernel filesystems) are done by adding Required-Start: on
those things.

packages have not been orphaned, so it may overstate actual activity.
It looks like some steam has been lost this release cycle, but that it is
not the trend of other recent cycles.

The big issue (as I understood from the OP) here is that the toolchain is
not keeping up. Why should the maintainers of other software be bothered
about that ar
hink some clarification needs to be done for these types of errors. I
sometimes get a (serious) bug reported against one of my packages because:
1. python errored out with a glibc-detected error
2. gcc broke in some way (ICE, error -11, error -4)
3. swig failed with error -10
None of these are

Surely a person managing a server can do "aptitude insta
the same purpose.
The main problem I see is that NM likes to take interfaces down when
upgrading. This is a problem if upgrading remotely.

AFAIK, that service also mails when the build was successful, leading to
a lot of noise.

I no longer have the time and interest to properly maintain this

This one is broken by --as-needed. Since --as-needed works by processing
items on the commandline in order, all packages that specify libs before
built objects will fail to build.

What about README.Debian and/or README.copyright? Or even COMMENTS.Debian.
