It would be installed into /var/lib/dpkg/info along with the other
package information as .backup.
The backup script would provide on its standard output a list of files
that should not be backed up, even though they are not listed in the
.list file.
What do you people think of this?

In the man page, there is no mention of what you are renaming Debian
packages /from/. I suspect you are renaming from ms-dos filenames, but
the documentation should specify.

Oh yes, there are various documents which are refered to by the man pages
which are not, themselves, man pages. There are also a whole body of Internet
RFCs out there. Both of these sets of documents would be nice to have as a
Debian package.
