Bug#4062: running ps as root does not report controlling ttys correctly

solution was in the ps(1) man page: to remove /etc/psdevtab (which had permissions !) and subsequently run ps as root to recreate it. Perhaps this file should be recreated when the package is installed? Carlos Fonseca
