The golang compiler doesn't build depends dh-golang. So any change in
dh-golang won

the FTBFS of golang should be fixed. It was due to the GOCACHE changes
from Go 1.11 to Go 1.12. Anthony Fok has just fixed this in dh-golang.
I can confirm that golang-1.12 builds fine in an update
