parser has changed in Doxygen 1.8.8. I would have force-merged it, but

recent version of doxygen do not generate man pages anymore. This
makes package such as GDCM FTBFS as seen in #759957
I have attached two files:

Control: tags -1 confirmed
This bug does not make any sense. It feels like a regression in
doxygen man page generation. Will need to investigate some more.
